I'm attempting to change my picture. It works on my personal page, but not on my public page or forum posts. Any suggestions?

try refreshing your screen

try to empty your cache, chances are that the pic has been updated but your computer still got the old one stored so it's not showing you the current one.

This happened to me a while back.If you are using firefox, then wipe your private data. If you are using IE, delete your temporary internet files.  This should fix your problem.
