Why is my chess rated games always "+161 win, +0 draw, and -161 loss"? Why can't it be changed?
Could it be because you play only unrated games?
Your rated games are against the same player. The numbers have to be the same.
If you start a rated game with another player these numbers will be different. See for yourself here. Click on view you will see different win draw loss numbers. You do not have to accept the game just click on "No Thanks".
I guess it depends on the opponent's rating.
when do you get your rating up when you draw? how?
If you are rated below your opponent and you draw, your rating will increase. If you were rater higher, it will drop. If you want to know more about ratings, wikipedia's article on the ELO system should be a good place to start.

chess.com uses the Glicko system not Elo. (Note it is Elo not ELO.)
The rating change depends on rating and rating deviation. Rating deviation is the estimated accuracy of the rating.
