    I thought that a rating of a problem would increase when people don't pass them.... but:

    oh, that's odd! Forget all within the brackets! I just meant to show the problem ID, the rating and the Pass Rate.... Go to Tactics Trainer, View Problem, Find Problem...

    I've not looked at that particular problem, but in general you've got to remember that the displayed pass rate tells you how many people got every move of the solution correct. However, it's possible to gain rating points by only getting part of the solution correct. So if a problem has a seven-move solution where the first six moves are obvious and the seventh is really tricky, then it's normal for it to have a low rating but also a low pass rate: the rating falls because people are credited for getting those six easy moves, but the pass rate remains low because they fail to get the difficult seventh one.
