Play some games and your time out ratio will eventually drop. Only the latest 90 days are taken into account.

Play a lot of games and don't time out.

In practice you cannot lower your timeout ratio by playing. The rush of timeouts has to be countered by increasing your usual rate of completing games. Waiting 90 days is the norm.
