Offering a draw is not a move. Resigning or moving is. I don't see that it should have to be made explicit -- did you not log in just before your time ran out to see if your opponent rejected the offer?
I'm not sure how it's done here in online chess, but in official chess rules it's stated that you actually should make a move before proposing a draw. If you propose a draw before making a move your opponent has a right to wait for your move before accepting or declining the offer (after all you might commit a loosing mistake). After seeing your move he can either accept your offer or decline it. Also he doesn't need to decline it verbaly; just making a move also declines the offer.
I had a rook, king and pawn left and my opponent a king and a rook. It was my turn, so rather than play out the inevitable I pushed the draw tab. I waited 3 days for my opponent to respond to my draw offer he didn't and I lost on time. The message on my game board stated I had a pending draw offer so I assumed that the next action would be from my opponent to accept or decline the offer. What I didn't know is I was supposed to make a move as well as offer a draw. There should be something on the page that tells you to make a move as well as offer a draw. I would have done nothing worse than a draw if I played it out. I'll be bummed if I miss moving on by that half a point to the next round. Whaaa call the wambulance I was robbed.
