I suggest, regarding rating calculation, if any game (correspondence or live) finished before completing 4 moves, it does not count towards rating....whether games finished by any means i.e. disconnection, abandoned, error or anything else...

As Knightly is, I think, pointing out, such a system is already in place. Your rating does not change if it is still the first couple of moves.

no it is not, when i resigned by playing my 1st move only, rating was affected

some people might not like the opening and give in if it was 4 moves.

but we cannot do this here, rating affected whether one has made 1,2,3, moves

 Your rating will decrease, but your opponent's will not increase. That is the system currently in force here.
