Perhaps in his limited time, he didn't see your draw offer? Happens even in slow online games too.
Well, that is the weirdest game that I've seen in decades. In fact, maybe ever. I guess 1 minute bullet games can get really whacky!
The opponent may or may not have taken a draw. Some players absolutely refuse, under any circumstances. But I would suspect (as has been said above) that he may never even have seen the draw offer.

I don't know about you, but that was one of the more sensical bullet games I've seen lol
Wow.. what a game! Especially the endgame position was a draw.
He could've drawn it by threefold repetition if he did want to, but I suspect an essence of wanting decisive results in him.
Or he simply didn't see his time. (Really, that can happen??)
I propose draw 3 times and he didn't see it? Also, it was an opposite colors bishops ending, all my pawns was out of his bishop's reach, same for me, what more one could expect in such position if not a draw.
Well, yes. I'm assuming at that point he's just blitzing out instantly back and forth moves, and wouldn't really be looking at the chat for draw offers.

lol that reminds me of one time, me and my friend were analyzing a game, and one of the players blundered, and my friend was like ''Someone needsto find this guy, and slap him in the face'' lol
An opponent recently refused 2 draw offers against me (in turn based chess) from a position where he had a lone bishop and I had 3 pawns. He told me he wanted to play on as we enjoy chess and thats why we were there. He then blundered a vital tempo and lost. Had he not done that it was a stone-cold draw and I was giving him the respect that I knew he would play it correctly.
