I've been calculating for 30 minutes and I don't think there is a mate in 3. Are you sure this puzzle has a mate in 3??

I have found a refutation, but a trophy would be nice anyway for finding the composers idea :)

I think a White Knight on g4 and put the other Rook on f5 will help.

With the new puzzle, both 1. Rxe3, 1. Rxe5, and 1. Bc3 lead to a mate in 3.
