Diagram #1 is BLACK (not White) to move.
Diagram #3, 2....Rxf1 is not mate but only a check as White escapes => 3.Kh2. Unless there is an invisible pawn at h2 then 2...Rxf1 is mate..

When you open the solution to the previous problem and don't close it afterwards, the solution's comment hides the eighth rank from view in the current problem. That's probably why the mistake was made.
