Guess he resigned, because the b-pawn is hard to defend, and/or hard to defend one of three pawns to queen. White will get the possibility to play b4 later, and at least one pawn will be unstoppable; without "saccing" rook(s).

Black cannot manage to get both of his rooks on the second rank. In fact, white is winning.

V. Ragozin was a well-known Russian/USSR grandmaster. In this game he demonstrated accurate calculation capability. The manoeuvre of White Queen against Black rooks resembles Karpov's style---accumulating small advantages for a win.
