That explains why something like Na3 doesn't work :) I was confused as to why my attempts kept failing... Good puzzle anyway.

There are actually 22 moves that don't mate: Qhh8, Qgh8, Qdg8, Qgg8, Qhg8, Qcf7+, Qdf7+, Qff7+, Qgf7+, Qg7g6+, Qh7g6+, Qh6g6+, Qg5g6+, Qf5g6+, Qf6g6+, Q6h5+, Q5h5+, Qg4h5+, Qh4h5+, Ke4, Ke3, and Ke2.
Perhaps you meant there were 8 moves that weren't check?
