This is what's called a helpmate (typically black gets mated in helpmate problems, but I think we can make an exception), but the puzzle is not very good because there are a few different ways to helpmate in 2 from the starting position.

1. f4 e6 2. g4 Qh4# is just one of them, the others are just slight:

1. g4 e6 2. f4 Qh4#

1. g4 e5 2. f4 Qh4#

1. f4 e5 2. g4 Qh4#

 

A good puzzle will have a unique move at each move.
