Because of Rb5, looking to take the pawn (or queen if it moves to b1) and then white can queen first... I think...

1. Rg5 b2 2. Rxf5 b1=Q

???

In other words, what is the purpose of ...b6?

Because of this:

To answer your question about the purpose of b6, it is to prevent the eventual Ra5+, but black still does not have enough time to save the game.
