Both Rh3 and Rd7 give some counter-play to the opponent. But, it seems that Rd7 maybe stronger as the Black knight is trapped and will be the White king's lunch. After the rooks are traded, the black king may try to exchange all white pawns, but the knight can just keep one pawn protected while the white king starts feasting and runs all the way back to take down one or two more pawns.
