Probably a dumb question but what's to stop black playing 29....Qb5 ?

The idea is nice but black does make a huge blunder. Even 29...Qf4 would be an improvement over the played move. Not to mention 29...Qb4 or Qc5.

29... Nf2+ also defends for black.

The problem with a puzzle like this, that relies on a blunder in order for the combination to be successful, is that the line that actually turns out to be the solution gets discarded as an option as soon as I see that there is a reasonable defense to it.  It's annoying to find that a line you'd refuted and rejected turns out to be the "correct" one when you finally give up and click "Solution".

I agree. Chess puzzles are supposed to help one's chess abilities. If a puzzle relies on a bad move, then it fails in this aspect.
