    too many options for white...the captures by the rook could have been made in any order.

    Not really, as soon as the Rook leaves the 2-column, Black's king escapes through a2, then the windmill is over because after Rb2+ Kc1 there are no more windmills available and the game continues. White still has an advantage, but not as big.
