i was wondering:

if a player promotes the pawn in front of the king to a rook, is he/she then allowed to castle with it?

FIDE Laws (3.8) state

`castling`. This is a move of the king and either rook of the same colour on the same rank

 

(1) The right for castling has been lost:

  1. if the king has already moved, or

  2. with a rook that has already moved

 

Even if you count the original rook's capture in situ as not having moved, the replacement rook would have to move in order to reach the original rook's original position.
