Uploading jpg files

I am having a bit of a problem with themes.

When I try to add a picture to a theme it tells me to upload a file.

I did my first theme and had no issue with putting a picture on it.

On the next theme I am building it doesn't work.  Am I limited to one theme?

I have tried on IE, Firefox and Chrome with the same results.

Perhaps I have just missed something.

How specifically is it not working? Did you receive some error message when trying? Can you post a screen shot of the resulting screen on the failed attempt of creating another theme?

I will get a shot of it.  The only indication is that I need to upload a .tif or .jpg.

Here you go.  Chrome had a problem with inserting (seems to happen once in a while) so I did it with Firefox.  Error message is at the top of the shot.
