Now I for one am not one who proposes draws often, as It's usually instructive at my level to play a game out to completion, and prove you know how to draw a certain position (surprising things happen more often than not!) But I think sometimes it's necessary and I feel there should be a better system for proposing one on live chess. Currently, draw offers end up on the chat window, but some players disable chat and many others just don't have it up during a game and can't see offers. Wouldn't it be better to have some sort of window pop up announcing the draw offer to the opponent, instead of placing it in a place where many people aren't looking?

That would be swell, only that people can offer draws in any kind of position, including ones that are hilariously not drawn. Many people try to spam draw offers to annoy their opponents into making a blunder, or hoping they will accidentally click on "accept", or that they will simply waste time because of it. The more noticable you make draw offers, the easier you will make it for players to abuse them.
The risk of people not noticing legitimate draw offers, thereby wasting a bit more time until the ultimately inevitable drawn result, is much less serious than the risk of draw offer abusers succeeding at their nefarious undertakings. So if you ask me, the current system is rather excellent.
Silfir, You're right, I never considered the alternative, I guess because I'm not the type of player that would do anything of the sort, but I could definitely see that becoming a big problem. Still, perhaps there could be a way to put it out of the way, but still visible at anytime during the game so long as it doesn't interrupt and isn't easily clicked on if not done intentionally.
