Move on in tournament without most points?

    So there I was searching through the chess.com tournament for players inbetween 1400-1600 because I am playing in them. Oddly I saw a guy (Barloke) who had 9 wins and the next highest guy (Jk7) in his bracket only had 8 wins, yet the guy with 8 got to progress on in the tournament-is there a reason for this? I just don't understand why.

    I'm not sure what tournament it is, but the possible suggestions are >>

    1. He had his account banned 

    2. He was found to be cheating.

    3. Maybe he withdrew? Not sure if you still advance to the next round if you do.

    4. He was removed from the tournament by the Tournament director.

    1) His account is not banned (it doesn't show the banned icon at least)

    2) Cheating would mean banning I assume so I don't think it's that.

    3) If he withdrew it says so in the tournament (instead of saying eliminated).

    4) Could be, but why, and still he had 9 wins and should have progressed (and not have been eliminated)
