No, everyone can't.  Since you must be rated 1650+ to join you've actually excluded the majority of chess players.

edit, What's really silly is you can't even join it.

I know. I was just trying to give the higher rated players some compatition.

I am just a basic member and I believe I have used up my quota on entering tourneys, but I will check it out and see. I am trying to keep my game total to around 20 as when I was playing over 60 my rating plunged. Too many games make it hard to advance your rating!
