From tournament Help file.

With a group of 2, there is 100% tie break failure. It works better as the number of players in a group increases.

heres the tiebreak system:

if you win against someone and say they finished with 4.0 points, you get 4 tiebreak points.

if you draw against someone that, say, finished with 5.5 points, you get 2.75 tiebreak points, which is half of 5.5.

If you lose, you get 0 tiebreak points.
