It is the proportion of online (not Live) games in which you have lost by not moving within the allotted number of days, over the past 90 days.

It's advisable to minimise them because having a high timeout ratio restricts your ability to join tournaments ... what-are-timeouts-why-cant-i-join-tournaments-because-of-them?
