Tournament seeding

Yesterday I entered into a draw in a game that I probably would have won if I did not choose to draw. I figured that the draw gave me the points I needed to advance to the next round, I was busy at work, and my opponent seemed like a nice guy who had made a very clever move in the game. Now (slow at work) I am wondering if the number of points won in the first round of a tourney affects the seeding in the second round. Are rounds seeded randomly? Is it by the tournament director?

I believe the seedings are done strictly by rating for each round of a tournament.
