They settle for draws for many reasons, last round and only need draws, pre-arranged draws.
Dont understand why players settled for a draw. There's much more in the game. Inspite of white's isolated d4 pawn, he has the compensation on the Bc8 which is blocked.
Is having an isolated pawn in center a good move?
4th move - enables white to castle and protects queen from potential pinning tactics from black's white bishop. Also maintains castle side pawn structure if bishop still decided to go to g4.

He moved it in order to protect the queen from the black bishop.Besides,it's the safest move, if you want to castle.
Looks like anticipation of bg4 to me. White must like his knights in this position.

I don't understand the 4th move for white Be2 ? Why not Bc4 ?
