I'm trying to decide if I want to play U2100 or if I want to jump to the Open since I have a FIDE rating. Maybe I'll let my friend decide for me, she is playing in the U900.

I would be a new member. I have never been in a chess tourny outside of high school.
You would be a new member and it is a great first tourney! If you play in this your rating will start out better than if you play scholastic or collegiate.

I do not remember it from last year.
You can use the same 80% as a rule for cheating here. If your game in analysis shows 100% might want to report it.
