A reliability factor could be determined from the stats at the group's home page from the number of vote games timed out by that group divided by their total number of vote games. Groups would be required to have a "better than" percentage to compete in tournaments like this. There could also be a "minimum number of games completed" requirement. It does not seem that these requirements need be too stringent - just enough to demonstrate that the group is likely to remain active during a lengthy tournament like this one.

Monday 29 June I will perform the draw for the second round.
The pairings will be listed in the first message of this topic.
The first team named has White and sends the challenge. The challenges must be sent no later than Thursday and accepted no later than Friday.
But I'll work out more specific instructions and will send all admins a message.
(Hopefully, not too many holidays...)
