No. The rook is where it should be, controlling the third rank. Black can make no progress. White shuffles the king from the e-file to the f-file and back. If Black ever advances the pawn, then White plays Ra8 and the Black king cannot escape endless checks.
Yeah, this wasn't meant as a problem, this was meant as a suggestion for the sort of thing the computer trainer would teach/test.
