Small format change

Because 25 counties entered, not all 39, there has been a slight change to the format after the preliminary round.

Old format: Tiers of 8, 16 and 15. From the current round, winners of each group into tier 1, otherwise into tier 2.

New format: Tiers of 8, 8 and 9. From the current round, winners of each group into tier 1, runners-up of each group into tier 2, else into tier 3. This should make some of the matches more competitive.

Subsequently, 2 teams from each tier will still be promoted/relegated after each season. After discussion on the real-time IRC channel, we concluded this was a more sensible arrangement.

New teams joining will go into tier 3, and if tier 3 gets too big, more teams will be promoted to tier 2 to even it out.

No, teams enter as before, i.e. 1 from each county per section. More new counties can enter, however, they would join from the bottom of Tier 3.
