Actually, I never heard of this rule until this year. I agree with it, but I strongly suggest that this rule should be published as an Addendum or something under the Regulations of the Tournament along with clear explanations regarding:
- the last recalculation - when it will be done ?  Will it be done at the end of the last game of the last match for a Division ?
- if a human lost a game "on time" against a cyborg after no moves or after very few moves, where should that point go ?

This is not new rule,as I noticed,was used for 2010 too.

Is existing another discussion forum about this new rule?

I read this and other forums for introducing this new rule for recalculation. I waited several days comments from members, but nobody has questioned the correctness of the introduction of new rules in an ongoing competition. Can anyone explain what this is based? Nowhere in the rules of EL or WL is stipulated that can do this. Thank you and sorry for my poor english.
