ever seen "the bad leuitenant"?

it is starring Harvey Keitel as the bad leuitenant and co starring Johnny Rotten from the sex pistols.  The bad leuitenant actually chains Johnny Rotten's character to a bath tub, chokes him and feeds him dog food.  He is kidnapped because he was about to expose the leutenant for the crooked cop that he is. As cool as it sounds it actually gets really booring in the end unfortunately.  I thought a movie with harvey keitel and johnny rotten would be pretty cool though.  Nice costume.
