    Yes, Rxf1 is check, but the point as I see it is thus:

    1.  If black does not capture with Rxf1, it leads to mate.

    2.  Even though black captures with Rxf1, he cannot perpetual check with queen.

    3.  After the rook trade, black is forced into losing both his bishop and knight in order to prevent white's Qg8#, leading to QBB vs. Q and an easy (presumably) white victory.
