    they may got this rate after that the tournament start.

    and some body joined this now and have a rating over 1800...they will remove by the server

    youre missing the point. there are plenty of players entering this tournament who although their rating is below 1800 , they  are in fact far far stronger. check any previous chess.com tournament ,  you will find the final 6 are always at least 2400.

    @homozzapian. You're limited to 1 NON-OFFICIAL tournament. You can another if you wish.

    Q: since free members are allowed to register to only one tourney, if I cannot advance for next round, would it mean that I have to wait for the whole tournament to be over so that I could register for another one?
