I would prefer that players who's rating slipped out of 1600-1800 after the first round, would be replaced to the tournaments belonging to their new rating! I know that would make the proces of finishing tourmanents a lot longer but it would be worth it...

There's no set number... It depends on how well your opponents do... In theory, you could qualify with 5 (if your entire group split all their games).

Practically speaking:

10 point:
10-0-0 => Guaranteed to advance ALONE

9 point:
9-0-1 => Guaranteed to advance [since, even the person you drew against, would have to be 8.5 at best]
9-1-0 => Guaranteed to advance [since, even if the person you lost against also went 9-1-0, your losses would be against each other].
8-0-2 => Guaranteed to advance [since, even if you drew against the same person, he would also finish at best at 8-0-2; and if you only drew once against them you beat them in the other game, so the best they could do would then be 8.5].

8.5 or 8 could advance, it depends though how your group did; and who lost against who....

If you get less than 8; it's very tough to advance, one possibility is seen in one of the groups with 7/7/6/6/0/0... but this is probably as rare as 5/5/5/5/5/5...

I hate how you have to wait for the official advancement thing even though it's mathematically impossible to not advance at this point.

I think Tie-Break points are calculated by the Score of the people you beat. For every win, you get their score divided by two as Tie-Break points. As they keep winning, and their Score goes up, your Tie-Break points go up.
