The site has decided that punishment comes in the form of a timeout on a player's record that lasts 90 days. The previous policy of a permanent record likely generated many replacement accounts.

You could make a suggestion here.  http://www.chess.com/forum/category/suggestions

Your suggestion would probably have more chance of being implemented if it would encourage players to play rather than create a new account, or even abandon the site.

My oponent was over 2000 and by losing without moving he lost nothing other then round that he might have lost anyway.

Then what you are saying is its better to not start a game and lose on time since u lose  nothing. This I think is wrong and there should be something lost

Ratings change on a timeout where one player has had at least four turns.

Reducing rating too strictly punishes future opponents of the underrated player.

Won this round by time with games not starting really. Other person should lose points, otherwise they really lose nothing.
