War over Water?

Will the next war be fought over water? 

Considering that Las Vegas is expected to run out of water in around 20 years time, more and more people will be without water in the near future. Desertification is increasing in places like Africa and North America which means that water will evaporate in that area and precipitate in an other. Water will never disappear or get lost from this world, there is always the same amount from start to finish. However, it can move away from certain areas and be more present elsewhere.

Debate please as to whether the next war will be fought over water or not.
