Fide's (UBS) bank account will be closed shortly.

Ilyumzhinov is currently not responsible for any legal, financial and business operations of FIDE.

"He is not allowed to do anything financially; he is not in charge anymore," said FIDE Treasurer Adrian Siegel. However Ilyumzhinov is still President of FIDE. So that makes him a totally powerless and thus defunct member of the FIDE Executive Committee.  Is that actually allowed in the FIDE constitution? Either FIDE still has a President or it does not. Which is it FIDE? Why do you have a ghost President?
