Any pawn can be stronger than a queen if the queen is simply not effective in attacking the king. The pawn in this instance may double attack two pieces of the opponent e.g.knight and bishop,The pawn may be promoted quickly to a queen,The pawn may capture the opponent queen if the opponent queen position is too weak. Therefore, your pawn can be very strong if you use it depending on the opponent big mistakes. Two strong positioned pawns may finish the game quickly but a weak positioned queen can't.
