But the best place for the rook (not including a checkmating position) is the seventh rank. Why? Because all of the opponents pawns are sitting right there! In rook endgames, a king can also be trapped on the seventh rank.
Don't let me forget about this position:
The rook on the seventh is also good for other functions. Two rooks are even better!
