An interesting TD ruling for me at the club this past week:  A player's opponent was late so he (correctly) started his clock, which happened to be an analog.  When his opponent arrived, he asked that his digital clock with time delay be used instead and I (correctly) granted his request despite his lateness (minus his elapsed time up to that point).  Rule 42D of the USCF Rulebook was updated for the 6th edition so that digital clocks with time delay are preferred, even if the owner of the digital clock arrives late - as long as Black has not moved yet.  Under the old rule, the clock could not be replaced once it was started.
