About blitz <1600 - you should add one very important rule - No allowed new accounts, at least 6 months. Or something like this. What do you think?

It's not a problem of strong vs. weak teams (which happens normally in any competition), but of the number of players on the field. [ In the football Champions League, we can have, say, Barcelona vs. Lens (much stronger vs. weakest on paper) but surely not 11 players vs. 4 ]
In other words, Round Robin would be fairest if all teams would field the same number of players. In our case, having renounced to the split of the teams in two division, the Swiss system is definitely better.
