@Anastasakis, Team Kyiv still awaits for your clarification. In rules it's clearly indicated that we should play combined match WCL / ECL by default. As WCL is the main tournament we sent the challenge to Team of Budapest due to WCL calendar. But they have cancelled the challenge. Bland_Joe need to hear your voice to accept our new challenge. Unfortunately he again tend to be unruled admin who don't know the rules or pretend the he don't understand them

We closed this question 2,5 months ago, when Kyiv didn't accept our combined challenge, so they lost the match(es) then. If Kyiev still wants to play with us in the WCL2017, we let them do, they can receive our recent challenge for WCL2017 I sent some days ago. We will not play in ECL with Kyiv, because we have won already. So we won't receive a combined challenge over again. By the way I don't need to hear Anastasakis voice, it is late. By the way 2: ECL has broken up, so doesn't matter what the not clear rules say.
It's not question to you. Seems that you can't read English clear otherwise you understood them. All combined matches should be played per WCL schedule. That what rules says. That's why I wait for Anastasakis. I hope you take your brains in game again. I don't want to win by forfeit this combined match. I better prefer to make it on chessboard

We can play with you in WCL2017, but not in ECL2017. What is your problem with this? This is not your decesion, this is our decesion. You can not lock out us from this tournament. Anyway my English is rather OK, I hope you also undesrstand it: Receive our challenge, let's play a good match in this tournament, forget the ECL! I will not talk about this topic more... It's unnecessary and boring.
We have to play combined match according to rules due to WCL calendar. If you can't read the Rules it's only your problem. But I feel sorry for your team cause instead of good game they receive lose by forfeit
Could you both please open a WCL match and play it regularly?
For ECL, it is enough that one team report that wants to use active WCL match for ECL and it will be counted.
Joe, you can not ask for forfeit victory because Team Kyiv has explained why ECL challenge was declined - to play double match by WCL schedule.
However, I guess it should be possible to reject counting WCL match for ECL, but only if rejecting team get a forfeit loss. But I do not think that would be necessary.
1) I do not see any issue why WCL match should not be opened even without using ECL word in match name.
2) I do not see why Budapest should ask for forfeit loss instead of accepting to count that match for ECL.

No, it doesn't! We won that ECL match.
Thanks it is noted.
Joe, as said many times before you can not claim victory because Kyiv admin has explained why that challenge was rejected/postponed. The only way if you do not wish to count WCL match for ECL, too, would be to forfeit it, but I don't think that such extreme measures are necessary.
Thanks it is noted.

So the reason is: Kyiv admin has explained something? I have also explained something - many times...
Insisting on playing double match by ECL instead of WCL calendar is not a valid explaination. Rejecting challenge could indeed result in default loss but only if there is no reason for that. Having in mind that it is not clearly written in ECL rules that double match should be played by WCL or ECL schedule, it really kinda depends on mutual agreement by both teams - but in such cases when there is no agreement, the only way to judge it is based on fact that nothing about double matches is written in WCL rules, so if there is no agreement, there is no reason to change WCL match start date. In ECL rules it is basically written that a WCL match should be counted for this competition as well - though I must say that it maybe should be corrected for future seasons to be more clear in order to avoid such confusions.
The minimum number of players required per match in order to be valid is for Division 1: 12 players.
Bristol could start this match only with 9 players...

Joe, when you are trying to report lack of registered players by your opponents and claim bonus points, please provide a screenshot that shows that your team has 12+ players registered. On above picture we can see only that match is played on 9 boards with 9 players on each side (something that can be seen with click on match link, too) and we can only assume based on player's ratings that Budapest had more than 9 registered players. Knowing that Budapest team has way above 12 players in each match makes me personally to easily believe on your word, but please in order to make this claim fair to your opponents, do not try to put TD in such position that decisions have to be done based on personal beliefs and not by provided facts. If Team Bristol agrees, I will count +6 points for Team Budapest. Of course, if you have different screenshot to prove your claims, it can be done even easier, without asking your opponents for confirmation!
By the way, in the name of ECL organisation, we are sorry for mot being able to monitor all similar cases automaticaly during the whole season for all 3 divisions. Due to lack of spare time, Anastasakis will no longer be responsible for Div1 and Div2 at least for the remaining of the current season, and I will take TD place for those two divisions as well. When time permits, I will most likely re-create divisions forum topics in order to be able to update pairings and results.

Correct.
https://www.chess.com/club/matches/774764 - Gdansk can lock their roster from v3 and start the match with 7 players if they want to play and if it is not so important for Moscow to receive forfeit victory?
With screenshot provided, Moscow would start the match with +10 points (2 for each of the missing boards)
