I want to ask about a program to use it not to play chess matches but to train (to move chess pieces whith out any restrictions )

I'm not sure exactly what you mean by "...without any restrictions".

If you mean that you want to move the pieces for both sides, most GUIs can do that by going into the "edit game" mode.

However, if you mean that you want to move the pieces for both sides, AND you also want to move the pieces without ANY restrictions (allow illegal moves, move three times for White without moving for Black, etc.), I know of two GUIs that will work: Arena and Winboard.

With Arena, you'll first need to change a menu setting: "Options --> Appearance --> Other settings --> Chess", then uncheck the "Check legality" option. Next, you'll need to click on the "Edit" button located on the navigation bar. (This prevents the engines from moving the pieces.) Now you'll have total control over moving the pieces.

With Winboard, the process is similar. First uncheck the "Test legality" option in the General Options menu, then set the mode to "Edit Game".
