My solution to C4 has been to play some Karo-Slavy thing with ...c6 and ...d5, works for me :D

GM Normund Mizies plays like this with White:
1.c4 c6 2.e4 (Caro-Kann,Steiner-Variation)
1.c4 e6 2.e4 d5 (leads to a French Exchange Variation)
Because I've been finding lost of people using that opening as white and I've lost a few games as black against it (because I have no idea how to play against it as black).
Now I have to go study it. Lol.
Usually it's good to transpose to your 1.d4-defense. If that's not possible, you should look at 1...c5 or 1...e5.
