Im quite doubtful about playing fiancetto in english or not and other problem is should i be playing ne2 or nf3 is better...

In English, only the white's queenside fianchetto is doubtful.

Kingside fianchetto is common, for example 1.c4 e5 2.g3 Nf6 3.Bg2. Most players do this before moving the N to c3.
