Actually, the reality is far more complex and nuanced than that.  Jeff Sonas actually researched this question a few years ago: Review of the FIDE rating system

Amongst other things he found that the expected scores used by FIDE to calculate Elo ratings are not achieved consistently.  Players rated over 2200 tended to come quite close to predictions but lower rated players diverged significantly from the "expected" results. They scored better than predicted against players rated lower than themselves, but worse than predicted against players rated higher.

What’s your objection? I think the point is simply that the Queen’s Gambit isn’t a “real” gambit because even if you take the pawn (immediately or later), you don't try to hold onto it.
