For blitz games I like 3. Nxe4 because most of the times they are trying to play the Stafford Gambit, which is really good for white if you know what you are doing - Every Gambit Refuted: Stafford Gambit | Chess Lessons - Chess.com

Urusov or Steinitz attack are my two recommendations. Urusov I would say is barely sound but still sound while Steinitz attack isn't really a gambit

and if black plays nc6 then you're just in an Italian which you're very good at

I'd say it's a good way of getting imbalances but if you really hate the Petrov that much you can just open with the Bishop's opening and transpose into an Italian

yeah but again you basically just avoid the petrov instead of fighting it so i say stenitz is a more promising approach against it

Steinitz attack all the way.

1. It's my actual first opening (before I knew what openings were, playing it at the 600 level! it works!)

2. Later I studied it on Wesley So's course, it's just a classy way to answer the Petroff.

3. I once had the honor to play Minh Le. He crushed me of course, but he said on Stream "what is this opening", to one of the offbeat c4 ideas (creating a weird centeral structure). The idea is in the Wesley So course, so it's nothing really rare, but even a monster of a player like Minh was surprised by it. And I did actually get a good position against him out of the opening. (In a simul)

3. d4 is very strong objectively, and quickly gets petroff players out of their comfort zone. As others have said, Urusov would probably give a lot of success at lower elos, but it is unsound so I'd go with 3. d4. Leads to much less dry positions than the mainline with the exchanges.
