I know the main line consists of just sacrificing the d pawn, then trading the c pawn, but when white sacrifices both the d and c pawn is it still the s-m gambit? also, would you consider dropping both the pawns sound?

I can't find allowing ...cxb2 in any of several books, including one of the Morra Gambit and FCO and NCO. I would think it's still a Smith-Morra Gambit and I think I've seen it somewhere before.

Yes 4.Bc4 it's a mistake. White does not have enough compensation for the second pawn deficit. After 5...e6 6...Nh6 7...f6 Black's consolidate against the bishop pair. It's difficult to prove something. I looked in my data and I saw that in 2008-2009 there was a 2100 player named Buektas. He played five or maybe six games over the board using this. He lost them all! We can say it's the Smith Morra Buektas!
