the French isn't good because it hampers the development of the light squared bishop, and it doesn't directly put a pawn in the center (though center control can be regained after 2. d4 d5)

I have played the fench defence for 20 years and think if we don't have an exchange I know we may have a locked light bishop however it is successful and regularly leads into an interesting game, I have heard some Masters and players saying the french defence isn't the best however I don't think it is that bad

the french is fine. In almost all black defenses black has to give something to get a playable position. For example, the French has a bad bishop, the Nimzo-Indian hands the bishop pair, the caro-kann is passive, the scandinavian loses tempi, and the latvian gambit loses.

It's totally apples and oranges.

They play completely differently but are both top class openings at both the professional and amateur levels.

Jeez - all these fools saying "The Petroff is better" or "The Two Knights is better", blah blah blah!

Give it up kids.  Both are respectable, and one is not better than the other.  The only advantage that the Petroff has over the Two Knights is that the Petroff relies on just White playing 2.Nf3, though he must be ready for transpositions to the Four Knights Game and the Exchange French.

The Two Knights Game requires more cooperation from White.  Not only must White play 2.Nf3, but he also must play 3.Bc4 for you to get a Two Knights.  Otherwise, you need answers to the following:

Three/Four Knights Game

Bishop's Opening

Ruy Lopez

Scotch

King's Gambit

Goring Gambit

Danish Gambit

Center Game

Vienna Game

Vienna Gambit

And then some really obscure openings, like the Portuguese Opening, which, of course, a Petroff player would also have to deal with.
