Queen's Gambit declined... advance variation?

What is your thought on the following, and why is it rarely seen for white?

At the very least it is premature, c5 cannot really be played until the Rook on a1 is defended, due to moves like b6, a5 etc. It may possibly be played later even though it is a bit dubious even then.

1) waste of a tempo

2) c5 makes d4 a target - often a prepared e5 pawn break can blow open the center.

3) the point of 2. c4 is to put pressure on d5. This gives White a certain innitiative. By pushing c5 Black now will wrestle the initiative and dictate the flow of the game.
